I don't vote, haven't in years and don't feel I have much of a dog in this fight but I DO pay taxes and what USAID is doing with MY MONEY is absolutely insane. I'm honestly quite shocked anyone with a mind open enough to listen to THC feels like it's a good thing. I'm scratching my head on this one....

Guess what? For many things that USAID does it's not the US directly sending $$ to those countries, lol. In many cases, especially the ones involving agriculture, the US uses that money to purchase those goods from US farmers and then sends those products to other countries. So in the example from the OP, the governments purchases that grain from US farmers. But what's happening now is that many farmers have delivered grain, not been paid for it while the grain sits in a storage unit somewhere rotting.
TL;DR : This USAID "money saving" tactic is screwing over American farmers, but then again many of them voted for this, so there's that
