I don’t know much about the end goals of the capstone cabal, but I have a very deep knowledge of the mechanisms currently working to create a persistent digital identifier.  I have worked in the AML and fraud industry working with banks and fintechs for over a decade. 

The critical mass for a persistent identifier has always been 98% of adults. The black hole has always been minors with a 0% coverage, and young people without credit exposure. Believe it or not, Congress actually threw a big cog in the works when they prevented data aggregators from using utility data which was one of the only ways to track adults without credit exposure. But at this point any company that can provide a persistent identifier for 98% of adults will be crowned the victor and implemented by governments. Being able to track kids via these internet IDs will be a huge leap forward to the end goals. 

My bet is on Elon and X winning the race. Their implementation of facial identification on X and their dabbling with payment network authorization has them primed to grab this market once Elon pulls the trigger.

Wow I love that you had that knowledge. I actually have an interesting story about a guy I knew who once was the head of the AML. But, unrelated so I'll save for another day;)

I definitely believe Elon will be at the head of that race. He's sitting right next to the president. Even if he isn't the first, they will make sure he is. Who else would anyone trust?

As far as congress is concerned I have the hopeful belief that not everyone is "in the game" at least not yet. Or maybe it's all part of the game. Take a little here, give a little there... take back that little there.
