Secret Space-Program vs. Secret-Space Program

The Secret Space Program is mentioned often.

I would like to share an idea of mine:

Do we talk about the

(a) Secret Space-Program, or
(b) Secret-Space Program?

The Secret Space-Program would imply regular space travel done in secret.

The Secret-Space Program would imply travelling a secret space e.g. the psychedelic hyperspace or something else.

Traveling the Secret Space / Hyperspace by means of substances is not expensive. But establishing a constant base in Secret Space / Hyperspace might be.

Also, the ability to travel through Secret Space / Hyperspace with constant results, or to predictable destinations, may involve a lot of technology, thus costs.
